Chubb Community Care Protects Three Oaks Residents

Chubb Community Care, one of the UK’s leading providers of social alarm and telecare services, is delivering a warden call system to Leicestershire-based housing association Three Oaks Homes to ensure the safety of its residents. Chubb is part of UTC Fire & Security, a unit of United Technologies Corp. (NYSE:UTX).

Working in partnership with Three Oaks Homes and its mutli-discipline property and construction consultancy Ridge and Partners LLP (Ridge), Chubb is upgrading the existing warden call system at Three Oaks’ 35 schemes, which are a mixture of bungalows and sheltered housing (flats) for older people and people with support needs to ensure that Three Oaks best meets its duty of care.

A warden call system is a social and emergency call system within a group living accommodation environment that allows easy communication between a resident and an onsite or remote manager.

The need for upgraded warden call systems across these properties was clear, as Ridge property consultant Gary Williamson explains: “Technology has moved on considerably since the existing warden call systems were installed. Coupled with BT moving across to an IP system, Three Oaks needed to have a system in place that was compliant with BT’s new 21st Century Network (21CN).”

Three Oaks wanted value for money without compromising on quality and from the outset Ridge was impressed with Chubb’s approach: “Ridge had involved Chubb in carrying out thorough surveys of the properties and meeting with the wardens to establish the needs of the tenants,” says Gary.

“Chubb was straightforward and approachable at all stages of the tender, giving us best advice by helping us to find the right products to meet the standard without unnecessary technology that we didn’t need. Ridge believes that trust, as well as price, is an important factor when awarding such a contract.”

Roll-out of the new systems has been split into three phases with completion across all 35 schemes due by the end of 2009 and each ‘scheme’ ranges between 10 and 30 properties.

Chubb equipment will be fitted into each bungalow or flat with a system which includes a room unit with pullcord, an emergency pullcord in the bathroom, and a pendant which residents carry. When an alarm is raised it calls through to a central call centre. There is a talk back facility and the operator can assess the situation and arrange the appropriate response; be it calling an ambulance, or arranging for a Three Oaks mobile warden or a relative to assist.

“Tenants are finding the new system easy to use,” Gary adds, “and there’s a vacant bungalow at one of the schemes which is being used for training purposes. Alongside 21CN compliance, which was the original goal, the system has further capability to be expanded for telecare, which gives the residents the option to add devices such as flood detectors and bed sensors. These peripherals can be readily added into the training system to demonstrate its capability to care workers.”

This system has been installed in 10 schemes to date and the feedback has been excellent.
